Device used to assess balance of propellor. If prop is found to be out of balance then careful trimming/sanding of trailing edge of 'heavy' blade to achieve a balanced prop. A propellor which is not balanced evenly will oscillate causing vibration which can damage engine bearings and in extreme circumstances cause engine mount to pull loose.
