Doddington and Newnham Traffic Calming Group
Minutes of a meeting held on Tuesday 26th
February 2002
Present: Justin Horsfall-Turner, Ian Woodhouse, Ken
Seyler, Val Tolhurst, Mike Jarrett & Janet Bell.

1) Janet nominated as temporary secretary until Pauline's return.
2) Minutes of last meeting perused & agreed.
3) Detail of spilt from Newnham group Ian has written to Sally at the A.O.N.B., Sue Gunner at Newnham group/Parish Council, Derek Haslop at Lenham PC & Martin at Wychling PC.
4) Vice Chairman elected Janet Bell.
5) Revision of Aims & Objectives The original aims and objectives of the group originally agreed with the Newham group were revised and agreed please see attached.
6) Swale Highways commitment so far Ian reviewed the commitments given by Swale Highways and progress to date: Doddington PC requested traffic calming in Jan 2001
At a public meeting on 23.4.01 Mr Haratbar agreed to appoint engineer to liaise with traffic calming group "within 2 - 3 months of this meeting" , reiterated that all schemes have to have public consultation, & that funding should be available by 18 - 24 months.
To date there has been no action forthcoming from highways on this issue. I t was agreed that Ian would send a letter to Mr Haratbar reminding him of this promise & asking for engineer to attend the March meeting.
7) Outline proposals. We have 8 suggestions these are in priority.. · 3 Gateways - to both ends of village & Lynstead exit. · 1 Pinch point outside Walnut Tree House, narrowing road to one lane. · 2 Cobbled sections - outside school playing field & village playing field. · 20 mph speed limit within gateways. Exact location, design etc to be discussed with engineer / public consultation etc.
Other points for consideration were: · Moving the speed limit on the Lynstead Road to coincide with the village entrance which could also help resolve the Down Court lane danger point. · Investigating changing the layout of the junction at the Chequers.
8) Monthly update for website & newsletter It was agreed that this would be done by secretary each month.
9) Interim measures Justin suggested involving school in poster design for speed warning signs eg "Keep us safe" "Free range kids" as being used (formally/legally) in other areas. Justin to pursue. Interim "S L O W D O W N" signs to be printed/laminated & stuck on poles alongside playing field & school (subject to Swale Hways' ok) Ian to check with Swale, Val to help make.
10) Updates: · White lining between Doddington & Lenham on both sides of the road to be done by end of March. · Doddington PC has written to AONB with their support for the agreed environmental enhancements of the road. · DTCG has requested police speed checks - 9 have taken place · 27 drivers charged with speeding at over 45mph · 42 drivers warned for speeding above 40 mph · Mailshot to residents deferred. · SID device unlikely to be available, · PC Denyer trying to get "travelling speed" device ( as in Coxheath & Harrietsham) for Swale. (nb this costs £1800 to buy as opposed to £9k for SID. Should we pursue our own?) · Group funding: Val to keep a record of money promised by Doddington PC, & keep records of expenditure. · Val also to look for possible funding sources, there was also a suggestion that we might ask other village fundraising organisations for contributions (eg Church / School / Village Hall) when running fundraisers as we are trying to benefit everyone in the village. Possibility of asking for one coffee morning to be in aid of DTCG fundswas discussed.
