Minutes of a meeting held on Monday 28th August 2002

Present:   Justin Horsfall-Turner, Mike Jarratt,  Ken Seyler,  Ian Woodhouse,  Janet Bell & Sally Evans.

The minutes were agreed as an accurate record of the meeting

Matters arising not on the agenda:

Colour graphics of the results from S.I.D sent by Eric McCray of KCC Road Safety could be used for the newsletter and also as part of the presentation at the Public Meeting.

Police Involvement:

Dick Denyer had expressed concern at the July meeting that Kent Police were proposing to centralise speed checks throughout the County in Maidstone, taking it away from Swale, which in his opinion would reduce local speed checks and liaison between villages and Swale Police.  D.T.C.G. & Dodd PC have written protesting against this proposal, D.T.C.G have received 4 replies (all different!) from separate police depts.

Ian proposed that we write to PC Denyer requesting additional one off speed checks coinciding with additional visits from S.I.D. prior to the Public meeting to heighten awareness of the issue.                          Action by: Ian Woodhouse

Donation from Shell:

Congratulations to Val on persuading Shell to donate a magnificent £300 to the DTCG. We shall send a press release to Faversham Times & the EKG announcing it and using some of the Shell pro forma press release, we will try to time this to coincide with the Public Meeting thereby giving additional publicity to our cause.                                                                         Action by: Ian Woodhouse

 

2002 – 2003 funding:

Ian reported that Dodd PCs 2001/02 of the DTCG originally £100  has been overspent by £1.59. Extra funding of £100 promised for 2002/03 financial year.

Management of the group finances:

Due to the donation, the prospect of raising additional funding in the future and the need for the group to set itself up on a more formal basis it was agreed that: -

·        We should elect a Treasurer Justin offered to take on this role which was agreed by the group.

·        We need to set up a bank account for the group Janet offer to investigate this.

AONB Environmental Enhancement Progress to Date :

Sally reported on the A.O.N.B.s progress to date, Carol Reynolds from “Rural Transport Initiative” may be able to come & speak at public meeting.

Countryside Agency has granted Sally £1500 for rural enhancement of the C258. This has to be matched from other grant sources / local landowners & must be spent within this financial year. Sally has spoken to J L Pemberton (good response) & is going to contact R Oldfield, C Gaze, G.Cuthbert, Mr Shannon, B Wiggs and other landowners along the route.               Action by: Sally Evans

Improvements to the playing field Sally has drafted an initial outline plan, which she presented to the group it was agreed that before further action was taken on this Ian would present the outline plan to the Parish Council. It was felt that this issue could perhaps be more appropriately worked on outside the DTCG also noted that Swale BC have an annual £4000 grant available for the playing field.

Additional Info on Speed indicator devices:

Ian reported that he had received additional info from Unipar services.

Following a discussion on what was available it was greed that the best option would be to have static mounted units attached to Playing field and school signs at 3 points on each entry to the village these would be the unit telling drivers there speed and if over 30MPH telling them to slow down.

One before the playing field, one before the school & one up Chequers Hill.

The cost of each unit would be £1850 + VAT + installation etc, it was agreed that we should seriously consider this as an option to put to the village as an interim measure while we carry on the fight for hard Traffic Calming measures, however this will involve fund raising or seeking grants.  It was agreed that Janet would pursue the feasibility of this & get proper quotes from company.

Slow down signs:

It was agreed that new “Slow Down” signs would be made up and be re-erected by the school & playing field in term time, of a more robust construction and be in situ a couple of weeks before the public meeting. Ken volunteered to do the graft.                                                                                                 Action by: Ken Seyler

Village meeting:

It had been decided at our previous meeting following Mark Johnson’s suggestion that having got this far we need to consult village, on where we’ve got to, and what we’re proposing. Only if we have some agreement from the village will Swale Highways consider getting more involved.

It was agreed that we would go for Wednesday 9th October Ian will confirm Mark Johnson’s involvement and also the AONB.

Stickers:

Ian has now asked Andy, (The Old House) to design “I slow down in villages” car window stickers Andy will also be getting some quotes for the printing of these.

Pauline has written to the school and will be arranging a meeting with Janet Harris.

Date of the next meeting:

Monday 16th September at 8pm to plan the presentation/decide who is going to present what at the public meeting on the 9th October.
